This is to ensure that you have adequate protection, based on your needs, and not simply purchasing insurance coverage you don't need, or might not use.

Remember that you can upgrade your policy to include a coverage(s) and deductibles, and also enroll in some type of auto insurance reward programs such as safe driver bonus, accident forgiveness, etc..
