In Alaska, a car seller is required to give the title to the buyer at the time the vehicle is being delivered to the new owner. To properly transfer a title, the seller(s) must sign the release on the title and complete the assignment to the new owner.
The seller should then notify their DMV that the sale (title transfer) is pending. Otherwise, they will not renew the registration of the vehicle until the transfer has taken place.
